Non-profit community-based agencies may qualify as Federal Work Study (FWS) employers. The program allows community agencies to hire students with FWS eligibility and pay 25% of their salaries. Agencies are billed monthly for their share of the student's earnings. Funds for this program are limited and the non-profit agencies must complete a contract/agreement with the University of Miami in order to be approved for the program.   •  Eligibility

    • Non-profit agencies must meet certain criteria in order to participate in the program. The work performed by the student under the Off-Campus Federal Work Study must be work in the public interest which will not result in the displacement of employed workers or impair existing contracts for services. It also cannot involve the construction, operation or maintenance of any part of a facility that is used, or will be used, for sectarian instruction or as a place of religious worship and does not involve any partisan or nonpartisan political activity associated with a candidate or contending group in an election for public or party office. The organization must meet the community service criteria.

  •  Community Service Criteria

    •     1. The organization must provide services designed to improve the quality of life for residents of the community, particularly low-income individuals. No organization may discriminate on the basis of income or charge fees for services without provisions for those less able to pay. These services include:
          ● fields such as health care, child care, literacy training, education (tutorial services), civic education, welfare, social services, transportation, housing and neighborhood improvement, public safety, crime prevention and control, recreation, rural development, and community improvement
        ● activities in which students serve as members for such purposes as tutoring, supporting educational and recreational activities, and counseling, including career counseling. Services must be open to the community.
      2.The work study position must involve work for an organization that provides services to individuals with disabilities.

  •  Program Instructions


    •  The Community Service Federal Work Study program is a federally funded program that requires an eligible non-profit agency to sign and enter into agreement with the University, supply a copy of the agency’s liability insurance, and submit a signed community service criteria agreement.
       Students must receive FWS funds in order to participate in this program. Please contact the Office of Student Employment to verify a student’s eligibility.
       Employers will complete a payroll form (SEAF-Part 1) for each student who is hired. The Office of Student Employment will process all necessary payroll forms including the electronic Form I-9. Students cannot begin work before this process is complete.
       Off-campus non-profit organizations must monitor the student’s FWS earnings. Employers will be 100% responsible for earnings that exceed the student’s funds.
       Students will be paid biweekly and follow the Hourly Student Payroll Schedule. They will call into the Kronos Payroll system when reporting to work and leaving work. Supervisors must monitor the hours by signing the student’s Kronos Time Punches Printout. Please refer to the Off-Campus Payroll Process Checklist for instructions.
       Students are not eligible for benefits such as paid breaks, paid sick days, paid vacation days, paid holidays or unemployment benefits.
       Students may not work during their scheduled class hours and should not work more than 20 hours/week. Students will not be paid for overtime hours.
       Agencies are billed monthly for their share, 25% of the student’s earnings. Agencies that are delinquent and owe more than $1,000.00 will be contacted and the student will be asked to stop working.
